The one-time quest is available from level 40 after choosing Contract in Relic Exploration. Start with Nikola near Cruma Tower.
Walkthrough

Accept Nikola's contract and take Nikola's Map to Lorain.

Find Destroyed Device in Cruma Tower and begin the investigation. Wait if another player is using it.

Follow the Alarm and device dialogues until you receive Metallograph or Broken Metal Pieces.

Give the result to Lorain. The Metallograph branch also awards Loraine's Certificate.
