Golden Wheel's Spiron pays 1,120 Adena for the Suspicious Contract, while Balanki pays 620 Adena; the contract can only be turned in to one of them.

Hunt Goblin Snooper, Goblin Brigand, Goblin Brigand Lieutenant, Goblin Brigand Leader, and Goblin Lord.
Return Goblin Necklace, Goblin Pendant, and Goblin Lord Pendant to Spiron for their per-item payments.
If the memo pieces form Suspicious Contract, give it to Spiron or Balanki for the corresponding one-time payment.
