The quest is available from level 73 from Eye of Argos after the first part. Bring a group suitable for the Daimon encounter.
Walkthrough

Talk to Eye of Argos and receive Summon Crystal.

Travel to Daimon's Altar and use the quest item to summon Daimon the White-Eyed.

Defeat Daimon and collect Essence of Daimon.

Return the essence to Eye of Argos and complete the quest.
