The quest starts with Cadmon in Town of Goddard at level 74. Avoid attacking Varka Silenos if you intend to build an alliance with them.
Walkthrough

Talk to Cadmon and agree to deliver supplies to the Varka.

Visit Helmut in the weapon and armor shop and receive Munitions Box.

Travel to Varka Silenos Stronghold without attacking its residents.

Deliver Munitions Box to Naran Ashanuk and complete the introduction.
