The one-time quest is available from level 79 from Claudia Athebaldt after Seven Signs, Mammon's Contract. Preserve the Dawn guard disguise inside the hidden area.
Walkthrough

Talk to Claudia, then receive Guards of the Dawn Identity Card from John.

Give the card to Raymond and enter the hidden Dawn area in the guard transformation.

Use Identity Confirm Device and Password Entry Device in order while avoiding Darkness of Dawn.

Reach the document shelf and obtain Emperor Shunaiman's Contract.

Return the contract and identity card to Raymond.

Deliver the contract to Iason Heine.
