The one-time Dark Elf quest is available from level 10 from Karrod in Dark Elven Village. Keep space for the ritual materials.
Walkthrough

Talk to Karrod, then take Karrod's Letter to Cecktinon in The Shilen Temple and speak with Harne.

Near School of Dark Arts, hunt Skeleton Hunter, Skeleton Hunter Archer, and Doom Soldier until you collect 10 Bone Fragment. Return to Harne.

Take Soul Catcher to Cecktinon and receive Preserving Oil.

In Swampland, hunt Marsh Zombie until you obtain Zombie Head. Return it to Cecktinon and receive Steelbender Head.

Deliver Steelbender Head to Karrod to complete the quest.
