Preparation
The one-time quest is available from level 82 from Dr. Helvetica after choosing his side in Winds of Change. Keep his Certificate of Support.
Walkthrough

Accept the quest from Dr. Helvetica.

Destroy Brazier of Purity in Field of Silence until you collect 10 Damaged Torch Fragment. Return them.

Hunt Sentinel Waterspirit and Guardian Waterspirit until you collect 20 Guardian Spirit Fragment.

Return to Dr. Helvetica; the certificate is consumed.
Description
Although I gave you the Reed Field Development Research Certificate, I cannot trust you 100%. But if you could do this favor for me, I will be able to trust you completely.
If you can succesfully carry this out, you not only don't have to bring along the certificate cumbersomely, but I also should be able to put you on the mission given from the base.
