The one-time quest is available from level 39 from Abey at the Plunderous Plains railroad station. A ghost stage may require night.
Walkthrough

Talk to Abey, then speak with Ghost of an Ancient Railroad Engineer near the station.

Search Box behind the station, obtain Engraved Hammer, and show it to Abey and Obi.

Hunt Bandit Warrior and Bandit Inspector until you recover Book of Grey Star. Give it to Obi.

Give Engraved Hammer to Ghost of an Ancient Railroad Engineer.

Find Ghost of a Railroad Engineer at Sky Wagon Relic and finish the conversation.
