Preparation
The one-time quest is available from level 53 from Rafforty at Ice Merchant Cabin. Meetings with Misa may require night in game.
Walkthrough

Talk to Rafforty, meet Misa at Frost Lake at night, and take Misa's Letter back to Rafforty.

Continue Rafforty's dialogue until he asks for help from Zinnia Guild, then speak with him again after the journal advances.

Meet Misa again at night and learn where the missing informants became ice sculptures.

Inspect the sculptures, find Kier, and take Report Piece to Rafforty.

After Rafforty decodes the report, return to the sculptures and obtain Piece of Tablet.

Deliver the fragment to Rafforty to complete the quest.
