The quest starts with Isael Silvershadow in Hunters Village at level 80. You may choose only one of the three rewards.
Walkthrough

Talk to Isael Silvershadow and receive Delivery Box.

Travel to Dragon Valley and find Kitzka.

Deliver the box and choose Large Dragon Bone, Will of Antharas, or Sealed Blood Crystal. Confirming the choice completes the quest.
